In January 2017, Tempstaff Technologies Co., Ltd. and Intelligence, Ltd. merges IT/mechanical/electrical engineer dispatch operations–New company name PERSOL TECHNOLOGY STAFF CO., LTD.
The comprehensive personnel services provider Temp Holdings Co., Ltd. (Head Office: Shibuya-ku, Tokyo; President and CEO: Masamichi Mizuta; hereinafter “Temp Holdings”) has merged the dispatch divisions of Tempstaff Technologies Co., Ltd. (Head Office: Shibuya-ku, Tokyo; President: Takashi Fujisaki; hereinafter “Tempstaff Technologies”) and Intelligence Co., Ltd. (Head Office: Chiyoda-ku, Tokyo; President and Representative Director: Taro Mineo; hereinafter “Intelligence”), in order to strengthen their engineer dispatch business. The name of the new company resulting from this merger is PERSOL TECHNOLOGY STAFF CO., LTD. Combining management resources will boost the company’s competitiveness in this field, expand opportunities for engineers to find employment and provide support for creating careers. In this manner, we will also provide optimal services for resolving organizational issues that a wide range of our corporate clients encounter, including IT and communications companies, large manufacturers, general business companies and financial institutions.
■Background: A growing need for engineers, acute labor shortages, and rising social needs
Companies accelerating the implementation of IT have enabled, for instance, time and attendance management and online applications for a variety of offerings and services. Also, the use of smartphones, social media and e-commerce sites is increasing. As a result, the ratio of job openings to applicants for information processing and communications engineers is 2.35 and that for development engineers is 1.88, well above the average ratio of 1.26 for all jobs.* The recent high demand for personnel is continuing. In addition, the economic growth strategy adopted by the Japanese government calls for a “Work Style Reform (transformation in the way people work),” for which an increase in productivity is vital. Therefore, further progress in IT is required, expected to lead to an even greater demand for IT personnel. On the other hand, engineers are required to keep up with the rapid evolution of technology, and the prevailing impression is that engineers work under difficult conditions. The trend toward fewer young people wanting to take on difficult challenges thus widens the disparity between supply and demand here.
In addition, the revision of the Worker Dispatching Act and the call for compliance with the principle of “same pay for the same work” place heavier responsibilities on companies providing the dispatch services. Among our group companies specializing in the dispatch of engineers, Tempstaff Technologies and the dispatch department of Intelligence merged on January 1, 2017. The remaining company, Tempstaff Technologies, was renamed PERSOL TECHNOLOGY STAFF CO., LTD. (Head Office: Shinjuku-ku, Tokyo; President: Yu Senoo).
■Effect of the merger: Possible to meet the diverse needs of our clients and their staff
Tempstaff Technologies dispatches registered personnel to build, operate, and maintain systems of networks, servers, etc. to serve a wide range of clients. It boasts an outstanding track record in the dispatch and outsourcing for security and other types of operations. It puts tremendous effort into employment support and training for all job applicants from entry level to skilled positions, including its “U_29” service for young engineers and courses for helping job applicants with no work experience improve their skills.
The the dispatch department of Intelligence uses its client platform, which focuses on IT and communications businesses and large manufacturers, its expertise in supporting engineers with a high skill set e.g., in design or product development, and “i-Engineer,” its Web media for engineers, to help engineers achieve a sense of job satisfaction and provide information that piques their interest.
With this merger, our platform for general business companies, IT and communications operation providers, large manufacturers, etc. will expand, and can cover a wide variety of occupations from design and product development to operations and maintenance. As a result, we can provide services at the numerous levels of a complex business resulting in an increase in employment opportunities.
Both companies will leverage their strengths to the maximum extent, and as a result, the Persol Group’s management foundation for engineer dispatch services will be bolstered, and our competitiveness in this business field will rise to a higher level.
In keeping with the new Group brand PERSOL launched in July 2016, Temp Holdings is establishing new services and taking other measures to find solutions to societal problems, so as to come closer to realizing the Group Vision, “Creating a social infrastructure for people and organizations that catalyzes growth and innovation”. In November 2016, Intelligence HITO Research Institute, Ltd. changed its name to PERSOL RESEARCH AND CONSULTING CO., LTD., and in the same month it cosponsored the Work in the Future Forum. It plans to introduce examples of activities that will contribute to getting “the Japan’s Plans for Dynamic Engagement of All Citizens”.
